State Fund for Support of Youth Housing Construction and the Danish Council for Refugees Intend to Cooperate for the Sake of IDPs

Today Chairman of the Board of the State Fund for Support of Youth Housing Construction Serhii Komnatnyi and First Deputy Chairman of the Board Ivan Parukh have met with the delegation of the Danish Council for Refugees headed by Manager of Legal Assistance Program Isaac Robinson.

As the aftermath of the meeting, it was agreed to draw up a framework document to determine the conceptual directions of cooperation between the Fund and this independent non-governmental humanitarian organization providing protection to refugees and internally displaced persons (IDPs) from persecution and assistance in search for durable problems solutions of these categories of citizens.

        

In particular, the possibilities of common work of the Danish Council and the Fund with donating agencies – extrabudgetary resources of housing programs financing were discussed.

Mr. Robinson mentioned, in his turn, the Danish Council offers also different forms of legal, technical and other support for IDPs, facilitating their involvement into the economic activities that will bring them income.

Serhii Komnatnyi dwelled upon the Fund’s experience of work with the Council of Europe, UNHCR Representation in Ukraine and a number of other international organizations taking care of solving problems of forcibly displaced persons in our country.

The leader of the Fund also informed about the results of work of program Affordable Housing in 2017. 91 family, out of which 65 families of forcibly displaced persons used the possibility of solving their housing issue with the state support through the mentioned program last year. After changing the procedure of this program implementation by the Government that is much expected, regional offices of the Fund (executors) will get UAH 100 million envisaged by the state budget and the program will be renewed.

Meanwhile, State Fund for Support of Youth Housing Construction within its powers made steps for transparency and affordability. The program application forms were simplified and now may be submitted online, registers of this program participants were launched.

The draft state budget for the next year plans to allocate the same sum for affordable housing. Today program Affordable Housing is the only mechanism regulated by law of providing IDPs and ATO participants with permanent housing in Ukraine. Its conditions also foresee the use of extrabudgetary financing resources. The Fund counts on the Danish Council support in search for such resources.

At the end of the meeting Serhii Komnatnyi handed over a letter addressed to Christian Friis Bach, Secretary General of the Danish Refugee Council. The letter assures of Fund’s readiness to begin an active dialogue and decisiveness to take an active part in joint project for the sake of citizens of Ukraine. General Secretary of the Danish Refugee Council was invited to discuss the perspectives of further cooperation.
