State Fund for Support of Youth Housing Construction held the first random selection of participants under the program "Housing for internally displaced persons"

On July 21st State Fund for Support of Youth Housing Construction held the first random selection from among registered candidates wishing to obtain soft mortgage loans under the program “Housing for internally displaced persons”.

According to the results of digitally performed random selection, 150 candidates were selected from among those registered under the program. The amount of the first tranche for the provision of loans is 5 million euros.

The list of persons who received the right to get a loan during the first random selection will be published on the official website of the SFYH and websites of its regional offices. No later than the next working day after the completion of the random selection, the regional offices of the SFYH will notify the winners of the need to submit the necessary documents required by the Procedure for obtaining a loan.

The life stream of the random selection was broadcasted on the YouTube channel of the SFYH. In accordance with the terms of the Resolution of the Cabinet of Ministers of Ukraine of April 28, 2021 №451 Procedure for soft mortgage lending to internally displaced persons through grants provided by State and Development Bank (KfW). Representatives of the Ministry of Reintegration, the International Implementation Consultant lPC GmbH and the SFYH supervised the random selection of loan recipients.

The Deputy Minister for Reintegration of the Temporarily Occupied Territories of Ukraine Inna Draganchuk, a representative of the Implementation Consultant, project manager Stephen Orlesky and representatives of the SFYH, Chairman of the Board Serhii Komnatnyi, First Deputy Ivan Parukh and Deputies Elvira Levchenko and Serhii Koshelenko particpted in the random selection.

Prior to the start of the random selection, the project manager at KfW Christoph Isenmann congratulated the participants of the program and organizers with the start of the practical stage of implementation of the Project. Moreover, Mr. Isenmann pointed out that in 2021 it is planned to disburse 15 million euros for the Project's needs and 9,5 million euros in the next year.

Deputy Minister for Reintegration of the Temporarily Occupied Territories of Ukraine Inna Draganchuk pointed out that today's event is an important step towards resolving the housing issue of IDPs, and that this vital step was made possible by the joint efforts of the Federal Government of Germany, S&D Bank KfW and from the Ukrainian side - the Ministry of Regional Development and SFYH.

Stephen Orlesky, a representative of the Implementation Consultant and project manager, pointed out that the consulting organization guarantees a fair and transparent process for selecting program participants.

Serhii Komnatnyi touched on the conditions of the program and stressed at their transparency for the society. The Chairman of the Board of the State Fund for Support of Youth Housing Constratcion wished each internally displaced person to get their own housing with the support of the State Fund.

The project "Housing for Internally Displaced Persons" is implemented jointly by the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine, KfW, Frankfurt am Main and the State Fund for Support of Youth Housing Construction. To finance the project, the German government through KfW provided a grant of 25.5 million euros. The recipient of the funds is the Ministry of Reintegration; the Project-executing Agency (PEA) is the SFYH. On May 17, the receiving of applications of citizens who would like to obtain a loan for the purchase of housing had started. 

This project became possible, in part, due to the successful implementation in 2019 by the SFYH together with the Ministry of Communities and Territories of Ukraine of a pilot lending program for IDPs and ATO participants at 3% per annum. According to Oleksiy Chernyshov, Minister of Development of Communities and Territories of Ukraine, “housing provision remains one of the most pressing social issues in Ukraine and is especially relevant for internally displaced persons. More than 18,000 such families are registered in the open electronic registers of participants in the SFYH programs alone, and cooperation with KfW and the Ministry of Reintegration is extremely important in the context of resolving this issue. ”

Under the terms of the Housing for Internally Displaced Persons Project, IDP loans will be provided for up to 20 years at 3 percent per annum, based on the standard (normative) housing area (21 sq. m. of total area per person and an additional 10.5 sq. m. per family).

Real-estate objects of credit can be an apartment in a multiple-apartment building or a house, commissioned no more than 35 years ago or renovated no more than 25 years ago.
