STATE FUND FOR SUPPORT OF YOUTH HOUSING CONSTRUCTION IS A PARTICIPANT OF THE INTERNATIONAL DIALOGUE ON THE HOUSING SECTOR OF EASTERN EUROPE
Following personal invitation of Mr Knut Hoeller, Director of the Housing Initiative for Eastern Europe (IWO), The Chairman of the Fund’s Board Serhii Komnatnyi participated in the activities focused on Housing and Urban Development in Eastern Europe held in Berlin (Germany).
The participation of the Fund's representative in the activities is conditioned by the relevance of the topics discussed. They concerned the state of affairs in the housing and construction sectors of Eastern Europe, the transition to greater energy efficiency and housing stability, the goals and challenges of housing development in Eastern Europe. The event has become a platform for sharing best practices in this area. In particular, there was presented experience of Germany in the transformation of the housing sector (organization of a system of housing cooperatives).
During the meeting, Serhii Komnatnyi had a speech on the draft of the State Housing Policy Strategy of Ukraine for the period up to 2030. He emphasized that this fundamental document will be based on four key concepts:
- housing stock;
- energy efficiency and environmental protection in the residential sector,
- social component,
- housing affordability and its mechanisms.
Describing the situation in the housing sector of Ukraine, The Chairman of the Fund’s Board called it tense. In addition to the 1.5 million internally displaced people who are in need of housing, we have more than 600,000 people registered as needing housing and hundreds of thousands of families whose housing needs are not included in official data. Upgrading and renovation measures in existing housing stock are also top urgent. Under these circumstances, financial and other support to Ukraine's efforts to address these problems by international partners, one of which is Housing Initiative for Eastern Europe (IWO) is of great importance.
The Chairman of the Fund’s Board Serhii Komnatnyi noted fruitful cooperation between the Fund and IWO. In 2018 the organizations had signed a Memorandum of Partnership and Cooperation.
A representative international symposium “Housing Cooperatives as a Model for Creating Affordable and Sufficient Housing in Ukraine” jointly organized last year, gave impetus to discussions on the possibility of revitalizing housing cooperatives in Ukraine as one of the possible options for meeting our citizens housing needs and their participation in the national and regional housing programs.
During the events there was held a meeting between the Chairman of the Fund’s Board Serhii Komnatnyi, Parliamentary State Secretary of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety of Germany Rita Schwarzelühr-Sutter and Director of the Housing Initiative for Eastern Europe (IWO) Knut Hoeller.
