The Head of the Fund is a Scientific Consultant in the International Project
Within the framework of Estonian development cooperation project “Support to Housing Sector Reforms in Ukraine”, started in August 2018, leader of the State Fund for Support of Youth Housing Construction S. Komnatnyi was offered the role of the scientific consultant. The goal of the project is to support the preparation and implementation of housing sector reforms in Ukraine in 2018-2020. The Estonian Union of Co-operative Housing Associations (EKYL) and project partners in Ukraine will develop in cooperation with the UNECE housing experts a new professional standard for managers of apartment buildings, will organize vocational training for apartment building managers and municipalities’ residential housing officials and will analyze Ukraine’s current housing legislation. The project is financed by the Estonian Ministry of Foreign Affairs from the funds of development cooperation and humanitarian aid.
The challenges of housing in Ukraine and project action plan were discussed during the meeting of project experts in Kyiv, 12th November 2018. Andres Jaadla, Chairman of the Board of EKYL and head of ad-hoc working group of Housing Europe on housing systems in transition highly appreciated the opportunity to cooperate with colleagues in Ukraine. Mr. Jaadla mentioned that EKYL had more than 20 years of experience with implementing housing reforms and developing training programs in this field. “It is now a great opportunity to cooperate with partners in Ukraine and exchange the knowhow that can be useful for planning and implementing housing reforms in Ukraine”, - he said.
S. Komnatnyi thanked foreign partners for trust and the invitation to be a part of such an ambitious project and expressed readiness to contribute to its successful implementation from his side in the part of scientific consultations and pedagogic activities.
